Expanding Housing Options in Neighborhoods is a City of Toronto initiative to facilitate more low-rise housing in residential neighborhoods to meet the needs of our growing city. The city is working to expand opportunities for “missing middle” housing forms in Toronto, ranging from duplexes to low-rise walk-up apartments.
At its Meeting on February 2, 2022, Toronto City Council expanded permissions to allow residents to build garden suites on residential properties in the City. Garden suites, like Laneway Suites, are generally smaller than the main house on the lot. Update — November 4, 2026: The 2022 appeal has been dismissed. Garden suites are permitted in Toronto, subject to applicable zoning, building permit and site-specific requirements. Check the City’s current guidance before planning your project.
